Core Public E-Invoicing Rules

  • Mandatory Peppol BIS 3.0: All public agency billing must be routed via XML data exchange.
  • Zero Tolerance for PDF: Unstructured documents sent via email will not be honored.
  • Compulsory PO Numbers: Rejections occur instantly if the contracting agency PO is omitted.
  • Exact VAT Line Items: Strict separation of 24% and 11% items with ISK tax totals.

1. Public Procurement & Mandatory E-Invoicing Rules

Under Icelandic law and European interoperability directives incorporated via the EEA Agreement (Regulation No. 505/2013), all vendors, contractors, and suppliers doing business with the Icelandic public sector (central government ministries, municipal councils, and state-owned enterprises) are legally required to transmit structured electronic invoices via the Peppol network (Peppol BIS Billing 3.0 XML format). Paper invoices and PDF files attached to emails are legally non-compliant and are automatically rejected by the State Treasury (Fjársýsla ríkisins). 2. Foreign Suppliers and Cross-Border Peppol Invoicing

International contractors bidding on Icelandic public procurement tenders can transmit e-invoices directly through their home country's Peppol Access Point using their domestic Peppol Participant ID. However, if the services take place physically in Iceland, the foreign contractor must comply with domestic VAT registration rules under Article 5 of Act No. 50/1988.
